发展研究是一个相对较新的和日益重要的研究领域。但在香港城市大学开设这一课程之前，香港根本没有开设该专业。包括非政府组织和其他非营利性组织在内的发展机构的负责人和干事公开表示，他们认为需要进行发展研究方面的专业培训。
